About the Role:
We are looking for an experienced Senior Quantity Surveyor with a strong background in the procurement and commercial management of infrastructure projects to lead pre-contract commercial activities, with a particular focus on NEC4 forms of contract.
This role will play a key part in supporting the successful delivery of major programmes by providing commercial expertise throughout the tendering and procurement lifecycle, ensuring robust cost control, commercial governance, and risk management from the outset.
Key Responsibilities:
• Lead and manage pre-contract commercial activities across major infrastructure and engineering projects
• Prepare detailed cost plans, estimates, benchmarking exercises, and commercial appraisals to support business decisions
· Develop and implement procurement and commercial strategies aligned to project objectives and client requirements
· Prepare tender documentation, manage tender processes, and undertake detailed tender evaluations and negotiations
· Support the preparation and review of NEC4 contract documentation and associated commercial schedules
· Identify, assess, and price commercial risks and opportunities throughout the bidding and procurement stages
· Work collaboratively with bid, engineering, planning, procurement, and project delivery teams to ensure commercial alignment
· Ensure compliance with company governance, contractual obligations, and industry best practice
· Support supply chain engagement, subcontractor selection, and commercial due diligence activities
Key Requirements:
Candidates should have proven experience in pre-contract commercial management and tendering within major infrastructure, engineering, defence, nuclear, or construction projects.
The successful candidate will demonstrate:
· Strong knowledge and practical experience of NEC3/NEC4 forms of contract
· Experience leading procurement and tendering activities within complex, high-value project environments
· Excellent commercial acumen with strong analytical, negotiation, and problem-solving skills
· The ability to interpret technical and contractual information and translate it into commercial solutions
· Experience preparing cost estimates, commercial reports, and risk assessments
· Strong stakeholder management and communication skills, with the ability to influence at all levels
· A proactive and collaborative approach to working within multidisciplinary teams
· High attention to detail with strong organisational and time management capabilities
· Degree-qualified in Quantity Surveying, Commercial Management, or a related discipline (or equivalent experience)
· Membership of, or working towards membership of, a recognised professional body such as RICS or CICES is desirable
